Italy Question - or (dare I say it) - is this a glitch?

I am trying to reform the Roman Empire as Italy. It is Sep'38 and I only have to get Yugo and Turkey, and I'm still at war with Britain. So I go to justify on Turkey and it says will cost 60PP and take 300 days! I haven't seen that before, it normally takes 3PP and 20 days. I am not justifying on anyone else, Turkey would be the only one.
I checked justifying on Yugo and Soviet Union and would take 3PP and 20 days as normal. It seems to be only Turkey that would take 20x longer and be 20x more expensive.
I have Battle of Bosporus DLC.
Does anyone know if there's something e.g. in Battle of the Bosporus that would cause this, or (dare I say it) - is this a glitch?

Turkey has some leaders and ministers who extend justification and increase cost against them. you may have a Turkey with both.

Its the new focus tree. Its the Kemalist Isolation or neutrality or something. its on the left hand side near the bottom/mid way.
