Italy - one reason for weak ai

I dont know if you guys know this - but I have been doing some tests in changing the oil values of ships and I noticed that the italian ai is very week. In the tests with vanilla hoi1.05b Italy ai had problems in maintaining the IC production - it was around 50% of its production cap for periods of 1937-1940 which of course makes it build and research much less. The main problem behind this is the constant patrolling during no-war time and its lack of oil. it would be great if this could be change so that ships stay in port of that period and/or the italians are given more resources so they can maintain full production...

To keep fleet in port; try setting port-provinces in the Admiral-section.
Use large values though (1000-25000) to make sure they stay in port as much as possible.
That would cut down on Italian oil consumption I think ;)

Italy's AI doesn't have an admiral section at all for some reason in 1.05c; this explains to a large extent the world tours that the Italian navy still tends to make.

I ripped this admiral section from an old version of C.O.R.E. (I'm sure the new one has an even better admiral section) and pasted it on the bottom of the Italy.ai file. It cuts down a lot on the unnecessary cruises.
