As Austria you can keep them in the empire with very little AE. Take Fruili off Venice use this to fab claims on Urbino and the Pope. Release Aquilia, ally Tuscany. Deliberately throw a war to break your vassalisation of Aquilia, ally them afterwards. Now feed the pope to Tuscany and Venice to Aquilia. If you have to (I'm not sure) take Rome for yourself.

As I understand it that won't work. Tuscany and Aquilia won't add provinces to the empire so the event would still fire.

Do YOU have to take them, or does the HRE need to take them? Feeding some Italian HRE member sounds like a winning plan to me. Maybe taking Rome and adding it to the empire and then spitting it back out, albeit at probably like 400 admin to core there, could work too right?
Because the Papacy is a Kingdom, this won't work. Any formed kingdom should be ejected from HRE. Maybe if you release the Papacy as a vassal it might work, because then the papacy is forced to be a ducal rank. However, im pretty sure this doesn't go down with catholics any better than anexing anyway.

The provinces you are feeding them are already part of the empire, that's why you keep Rome as you would need to core and add this yourself.

As I read it you need to add Verona, Treviso, Friuli, Romagna, Urbino, Ancona, Umbria, and Roma to the Empire by 1490 to keep the event from firing.

I haven't played the new patch yet, but Verona, Trevisio, Friuli and Romagna should be part of the empire. Roma definitely isn't I don't know about the other 3 so depending on them you may have to take a few more for yourself.

Nope they removed the HRE status from those provinces. I think just to make sure that the event would fire unless the player intervened.

If you annex the Papal State and don't release Rome, it will reappear from a piece of a theocracy. It will then be in the HRE even though it's a kingdom but still won't add provinces.

I'd hate to self promote, but since most people don't scroll through the suggestions sub-forum it thought that I'd like a thread I started there.
I started the thread with the premise that the Shadow Kingdom chain won't be remove. It's just for suggestions on how to improve the chain so that it could be possible (and when I say possible I mean that it happens sometimes, not just by the usual roll of dice sometimes) for the AI to prevent the secession of the Italian states without player intervention and to make it more feasible for the player to do the same without just racking up a lot of unnecessary AE or using very game-y methods.
Come visit if you got ideas or liked to give constructive criticism on other peoples ideas (no, "That's dumb", isn't constructive).

I agree that there should be a wayto add provinces into HRE without conquering directly. Though then it may be abused badly, dunno but conquering Italy directly wouldn't solve the problems much. Wasn't there an Italian league against Barbarossa? Maybe something similar could happen again if the emperor wanted to keep Italy in HRE...

My only thing is that there is no great benefit to leaving the empire. Sure it's nice to be able to blob all over italy, but that doesn't help the italians much unless you're playing one since france or even the emperor himself is likely to come along and gobble everything up the moment the provinces become non-hre.
There's little to no real or substantial short-term or long term gain to anyone leaving the empire, especially since you lose a bunch of HRE buffs and relations modifiers with other members.

There's little to no real or substantial short-term or long term gain to anyone leaving the empire, especially since you lose a bunch of HRE buffs and relations modifiers with other members.
It increases the likelihood for the Kingdom of Italy to be formed because Venice, Milan or any other sufficient state has a change to gobble up the others without intervention from the emperor. That is a benefit to Italy as a whole, or at least the nation that gets to form Italy.

or force feed a member of your alliance, preferably a small vassal, make them go overextended, as long as you garrison the lands and crush their rebels you can get it swallowed.

Heh, the main problem is that you no longer can core or take provinces you don't neighbor anymore. I can't think of an alternate solution to get them in the HRE without annexing my way trough the empire to get next to them. You're saying I should ally an imperial neighbor to them and get them to take all the provinces and core them? Seems kinda risky to rely on the AI get everything in the empire.

It will work, and if you do it without them being your vassal the AE will be even less, but you'll have to maintain the alliance if you don't want rebels to flip it back
