Italy join allies event

I was playing Uk and i was in South Italy fighitng the Italians and the Germans when a event called "Italy join allies" fired!
Then i saw something strange, the new Italian Social Replubic got Mussolini as the head of state, but the old to!

I am using HOI2 version 1.03a
With no mods
With no edited files
I was playing as UK, and i was in war with Germany and Italy (at the same alliance).

I really think that i don't need more info.

If you release the italian socilaist republic you always get mussolini as head of state, been like that since 1.0 i think
