Marshal of Air Italo Balbo, the strongest personality of italian fascism besides the Duce, at the beginning of the war was not (as in the game) in command of Air Force, that had instead passed to Valle (then to Pricolo, and finally to Fougier): fired by Mussolini, who suspected him having in mind some kind of plotting, Balbo had been sent far from Italy and was the Governor of Italian North-Africa. As such, like the german Kesselring, he was –in game terms- an air marschal able to command air and ground units (...as well as naval).
Also, being first of all a politician, and so close to Mussolini, and so clever (many said, and still say: much better than Mussolini), one might be tempted to indulge at him, and to have him again at the head of some (whatever one) of the government cabinets... at own risk, of course! And note that in 1.03b, cabinet canditades for Italy are so little a thing, that a player has closely no choice at all.
I think historian and italian players would appreciate very much to see this small couple of corrections in the next patch, or HOI version.
