Italy and war entry level

My thoughts are that this should not be 100%

There should be a chance that Italy decides to sit it out until around 1942 when modernisation should have been in full swing. From the sounds of it Italy joins straight away in pretty much every game. I think it would be more interesting/realistic if this was not always the case.

I know I shall at least try to delay entry into the war till later on. Otherwise I'll be planting those famous rubber trees of Venezia and making sure the carrier task forces are ready to give the British a bloody nose.

In 1936 Italy IS actually engaged in a war with Ethiopia. So, 100% is a fair amount.

Of course Italy has a war entry of 100%, they are already in a war in africa with Etiophia. I guess 100% only means you can declare war, not that you have to.

I guess that the "War entry" stuff has to do more with "being allowed to declare a war" than with "being ready to fight a war".

Italy, as a fascist state, does not have a war entry level. It can declare war or refrain from declaring war, at it's whim. It does not start out as part of the Axis, but will be invited to do so by Germany early on. If you wish to stay out of war until 1941 or '42, decline the invitation.
