At the same time the player is playing as Mussolini... why shouldn't the player thus be limited in the same way? Offering a player a better shot at economics (through the limited, easy-to-spot-the-end game-system) thanks to hindsight is just a gamey way of improving Italy. I must say that many of the suggestions here regarding Italy centers on making them better, rather than just more believably diverse and that's just not going to happen. They were in a pretty crappy place historically and shall remain so in the game - it will be difficult to play as Italy, simple as that. Face up to the challenge instead, if you want to play Italy.
Options, on the other hand, is another thing completely and if we can come up with reasonable alternatives (all relatively bad, but in different ways) then I'm all ears. But they have to be believable and balanced to Italy's actual situation.
