Yes, well not a bug, but quite annoying in MP.

Italy's ability to dow and annex almost any neutral country with no penalty other than a small dissent that it can quickly absorb leads to highly unrealistic italian empires in MP games; It is common to see Italy get all of the Balkans, Rumania, Turkey, Persia , Spain, Portugal, Saudi Arabia and at will most of south america. Not much the allies cand do about it, except sending exp corp to the attacked countries.. However Germany can counter by sending its own exp corp to Italy...

It is quite annoying when italy dows and annexes democracies (this happens once Germany is at war with allies and a neutral Italy can safely dow democracies) or countries that border, say, the soviet union without the allies or SU being able to react... SU will not dow Italy because of the 10 percent dissent hit and because, when Italy joins the axis, SU would lose the benefit of reduced consumer goods if at war with germany. UK when at war with Germany, will not dow italy because of the -correct me if I am wrong- 40 percent dissen hit.

Therefore a neutral Italy should get a much higher dissent hit for dows outside its "sphere" (Yugo, Albania, Greece and Ethiopia should be considered part of Italy's sphere for this purpose).
US WE should increase for each dow on a democracy (OK potential exploit if Italy joins the allies later so Italy may be prohibited from joining the allies if it has ever dowed a democracy - except if allies puppet Italy) or Italy should be banned from dowing democracies while neutral. Soviet CG should be reduced for each dow on a country bordering SU (Rumania, Poland, Turkey, Persia etc...)

I second the previous speaker.

The only solution to stop this initial Italian rampage is to send dozens and dozens of divisions as exp forces which escalates these minor wars into huge conflicts without real war beginning unless a house rule prevents theses highly unrealistic uses of expeditionary forces.

The Spanish cicvil war is also quite easily decided by the player that decides to send
a few dozen divisions there as exp forces. Limit Italian early expansion somewhat and severely limit the amount of exp forces that can be sent to non-allied countries and the MP community will thank you.
