Many documentaries portray Italians as cowards(or better interviews), but in reality, as mentioned several times, Italians were BAD DRIVED. Under rommel they fought quite well and when the ARMIR (the italian army in russia) was destroyed, the german commander (who heard the destruction on the radio while talking to them or otherwise understood it, sources are conflicting as to how he understood it. ) said "we asked too much, to our brave but poor ally" (poor meant as quality equipment ... no even cardboard shoes, they are a lie, they didn't have shoes suitable for winter, but normal military boots do )

I hope Italy starts with a host of poor commanders but can gain a few historically decent generals via a mix of army experience, decisions, command power and maybe political power to fix some of Italy's starting spirits. There should ideally be a balance between allowing existing Italian generals lead (maybe by having the old guard be higher in level or by making it politically costly not to have a well-connected general leading a decent sized command) and having new generals take charge over time

Yes the starting general are few...and after X time, if you gain it...the face the same and you certain time...you get confused, I know some players have complained about this

Been requesting and complaining this issue for ages, can only hope they can finally fix it in the next DLC.

Doubtful. It is extremely unlikely the next DLC will be both the USSR and Italy. Based on the name it is assumed it will be USSR focused, so most likely no Italy. They might do Poland (those 3 are the last that they want to rework based on the roadmap). Italy would likely be either the next country pack (ala BfB with little to no new mechanics) or the next full DLC.

Not going to argue whether Italy is a (Minor) Major, or (Major) Minor. But then assuming they won't come in a country pack DLC, then you are looking at not the next DLC (USSR focused), or the one after that (if they keep with their 1 minor country pack (with no mechanics changes) plus one major (with mechanics changes), but the third before you see any major changes to Italy.
