Monarchy Succession seems to give massive bonuses to the ones inside the succession law while everyone outside it have pretty much no chance at all. So monarchy is only elective in the way between heirs actually inside the succession law. Tribes can be said to be elective.Clan succession system is an elective monarchy in all but name.
