Looks like the starbase doesn't belong to you. You defeated it with your fleet, busting through its Hull Points, but occupation wasn't handed over to you.

Might be intended that the Khan keeps the home system, but I can't say for myself since I've never defeated a Khan in naval or ground combat.

In Le Guin you must first capture the star base before you can do anything to the structures/planets in the system. I don't know if there's anything specifically preventing capturing the Khan's capital starbase, though.

I could confirm this issue.
After Khan died and a new dominion was born out of the ruins than you may in the position to bomb planet or reconquer it.

I suppose this sould not be correct and a bug.

AFAIK the way to stop the Khan is to defeat the fleet he is in - and do it twice. The first time he escapes and joins a new fleet, while the second time he is killed.

If that is still the case in 2.2 then the devs may have prevented players from capturing the Khans home system and planet.
