Do you get 100 admin if you are at +3 and hit a plus stab event?

if you are at 3 stab and get a stab + event the stab choice is either not there or just the other bonuses of that choice
which can be really bad for example getting the choice for +1 stab and +5 loyality to nobility or dosh and -5 loyality becomes a forced -5 loyality even if you preferen getting only 5 loyalyty and no stab insted of dosh
