Thats right! The numbers don't add up.

The numbers that I'm talking about are in the information window, the one on the left side of your screen. In the information window you'll see a list like this....

Population
Revolt Risk
Man Power
Fortress
Supply Limit
Max Attrition

of course these listed items are followed by numbers.

Now when you hover your cursor over the 'Revolt Risk' item a window will appear. If you let your cursor hover for a couple of seconds that window will expand displaying items like this....

-4 Religion
-3 Stability
+3 Tax Collector

Now normally the revolt risk in a province with these typical numbers(the ones left of religion, stability, and tax collector)is 0%. But if you add the numbers up(-4)+(-3)+(+3)=(+4). Yes! The answer is four. So how come in the information window the revolt risk is zero percent?

I lose sleep over stuff like this. Does anyone have an answer?

There are other items appearing in the revolt risk window depending on the situation. Like...

-2 Capital Province

this one appears if the province contains your capital.

-1 Cheif Judge
-2 War Exhaustion
-2 Nationalism
-1 Occupation
-2 Neighboring Rebels
-1 Manfactoring

Now the numbers to the left may vary depending on whats going on in the game.
Anyway these are all the items that I have seen. If you have come across any that I have not listed let me know :).

(-4)+(-3)+(+3)= -4 !!!
Being this sum used to calculate a revolt risk as a monthly chance, that is a probability, that is a number between 0 and 1 (or 0% to 100%), it becomes 0%.
Nationalism is added to revolt risk AFTER this, so in newly conquered provinces it is 3% revolt risk even if they have good stability, religious tolerance, governor and manufactory.

Often EU rounds numbers to the nearest amount and then the numbers don't add up. If you went behind the scenes however, they would telly up properly. It's just like maths, keep all numbers in caluations and round the final number (which we see).
