So I have a naval template that I set up when Japan declared on me as the US. I'm trying to get my task forces to conform to this template. However, I'm having issues:

  1. As you can see on this template, this task force is suppose to have 30 DDs. However, it keeps overloading it with DDs. When I try to put them into another task force, it forcibly puts them back into this task force.
  2. The game is constantly shuffling forces from this overloaded task force to the reserve fleets. I'm not sure what, if anything, is going where.
Help?

I can see that some of your DDs are classified with the green gun icon, while others are classified as the golden shield icon. If you specified a specific type of destroyer to join this fleet that won't cause destroyers of other types already in the fleet to leave. I would try splitting off ALL of the destroyers from this fleet and sending them to the reserves. Then the template should take over and pull whatever reinforcements it needs.

The game is constantly shuffling forces from this overloaded task force to the reserve fleets. I'm not sure what, if anything, is going where.

Auto-Reinforcement works from and to the reserve fleet of that theater. If you dont have ships in reserve Auto-Reinforcement will not happen. And if you activate Auto-Reinforcement for a Task Force and set the template ship number lower as the number actually is, the additional ships will be added to reserve.

I'm not sure what you did to have more ships than the template number in your task-force. Maybe you have to unpause to let it sort out, or maybe the repair is interfering.
Or it has something to do with the different classification of DDs you used as @mathcube mentioned.
I'd recommend to use the same classification (e.g. the green gun) for all DDs until you really master the Auto-Reinforcement system.

Naval templates also have bugs with ships going in and out every tick and even UI issues. See bug repro video linked here.
