I have several issues with special resources.

-Living metal found in Ringworld, and properly researched, is not counted. I can see them when I click on the ringworld, I can't see them in the pool, and I can't see them in the top border thingie. Even in the building panel they say I don't have any.

I "liberated" a fallen Empire ringworld, and the "planet" overview panel shows the living metal on several part of the ringworlds, both the inhabited and destroyed. I can't build mines, and I can't extract it in any way. Having the ringworld part of my "core empire" or in a sector doesn't change anything.

-Unlocking some resources late game seems to spawn next to nothing of them. I unlocked the navigator guild and the spice like stuff associated, but it didn't spawned in my empire at all, and so far I've only seen 2 spot of it in an allied territory.

It worked fine with some others though, like terraforming stuff. Another resources (engos vapor) spawned everywhere BUT in my empires/allies empire, considering I own 2-3 of the galaxy, I think it's either on purpose or a bug.
Same with the Pitharan dust, I conquered the little I have.

I uploaded my latest save. The ringworld are in the upper right corner (beacon of....).

I've been having problems with this too.

It seems like Strategic resources can't spawn in systems that already have been surveyed. So I've had games where some of the strategic resources could only be found in one or two systems across a 1000 star galaxy, and some not at all.

No, that cannot be the case. I´ve surveyed extensivly the first 40 years of my 1k star game, and found some betheriene stone that I researched until that. Later I got the tech for pitharian dust and there were 3 resources of that in my territory (All in Systems that were fully surveyed). One Source revealed was even at Venus in our home system.

Other strategic resources like the pets or some violet gas were so rare that I can´t see more than 2 sources in about 2/3 of the galaxy that I can see.

So I think its purely a RNG issue with the distribution of the sources.

I think there is more than RNG involved. The betharian stone is fairly common, and doesn't seems affected. It varies from resources to resources, and perhaps even from one playthrough to another.

Resources I have an issue with (as in, a handful of resources in the entire galaxy) include the xenopet. The dust have a very low spawn rate, or so it seems. I didn't unlocked it on this playthrough, but on my last one the navigator's guild resources was also EXTREMELY rare (like 2 on the entire map).

On the other hand, terraforming stuff is so common I don't know what to do with it.

Edit : I found out why some resources are so rare :

Xenopet is on a planet tile, similar to food for example. So if you have a structure that's not a zoo build there, the pet is "hidden" apparently. I unlocked this late game, so I might have some, they are just hidden by some building.
->The xenopet SHOULD show even if you built something on the tile, so you can remove it and build a zoo instead.

Others resources have really rare conditions, for example the Zro needs a gas giant inside a nebula. And I guess that's not even guaranteed. So yeah, I have about 4-5 nebula in my game, and they have like 2-3 systems inside each. That's not much.

It's highly variable. Some resources ask for much, some are really easy to find.
