This primarily affects the UK and the Japan but has the potential to affect any nation.
If the master has no land connection to the puppet then the convoy system will try and make a connection between the puppet's capital to the master's capital, which cannot work for nations who capital is not on the coast (ie UK, Japan, China etc).
This is prevented by the master owning a province on the coast that borders the puppet, as all the surplus puppet resources go to that province. But if Japan puppets China, then China will get all the cores, meaning Japan won't have any territories bording it.
It's a small issue that can be rectified manually by organising a 'return stockpile' mission from a coastal province of a puppet, but it gets annoying having to do that on every reload.
