Issue with graphics and animation

Just installed the game, and there's a graphics issue that makes it unplayable.

The animations are jerky and when I scroll the map in-game or at the menus, the map jerks, lags and flickers in a way that makes playing the game extremely unpleasant. I looked through the normal graphic issues and found nothing like this, changing the graphical settings doesn't seem to do anything.

Has anyone else encountered this issue?

Update the driver for you graphics card. If that does not make it better, please post your dxdiag.
