Issue with county conquests as nomadic

I've almost completely ignored nomadic factions for the past few months (back to mostly playing Norse and Venice).

I tried Uyghur 769 again. Turns out that I can't county conquest any settled neighbors. Is that supposed to be the case?

I don't think Manicheans get county conquests.

I just booted up the game as Kimiak, a middle sized horde in the 769 start. County conquests work fine.

I specifically said that I just can't county conquest settled realms. I can county conquest the Karlukid Khaganate just fine because they're nomadic, but not the neighboring Urabo.

Manicheans aren't Pagan. They can't use the Pagan county conquest CB. I should stop posting so late at night, I apparently forget how to read.
