I belive a good idea for HOI would be to make a command that is issue ultimatum to a nation. My example is say, you want to get Japan out of China, but you don't want to jump to war. So oyu send them a ultimateum that says get out of china by a certain date, or else. Then, you will ethier be told that they aggred or they ignored it, and when the time comes that you ordered them out by, you can ethier chose to declare war, issue another ultimateum, or back down. Also, if you chose the decalre war, it should be that you don't get as much billigerence and as much dissent if you just flat of decalred war. So, what do you think??

i like the thought of greater diplomacy and perhaps larger nations being able to lean on and bully smaller nations but im not sure how your proposal would work.

What they just sue for peace? Would China Accept? Would they instantly be at peace?

it would be like you return to the status quo with the nation. Also, it could be used to take territory form a nation even if you don't calim it as your own.
