I started as Ashina in Khazaria during 867 (or whatever that bookmark is) and was able to establish Israel after breaking off from the horde, but there are some confusing problems here.
Unless you stick it out for awhile under the Khaganate and roll over the Muslims in the area, you're going to be vastly outnumbered with no real defense. Granted you get your event troops, but they don't replenish and are of debatable usefulness compared to the more well-rounded armies of the area. You get no holy order until you restore the priesthood, which is an incredibly lofty goal if you, again, pass on clearing out the area. This is without knowing whether or not they could even compete with Bektashi, Hashashin, Mamlukes, or any of the other many orders that are present in the area at given times.
You also have no real allies except what you create with the Khaganate, and therefore very little marriage propositions. Khazaria was pretty massive when I split off, and most of it was Jewish, but any alliances die out quickly, and with so many marriages/concubines over there, you'd be lucky to land an alliance with the Khan, or someone who could actually help you.
Then you have the fact that you're Khitan (or something else) and not Ashkenazi or Sephardi, which doesn't make any sense really... I don't know much about the history, and it's probably correct the way it's presented, but it's strange that neither of those two cultures are present and available to work with when all you get from Jewish refugees is from those cultures. It's a long and arduous process to convert your rulers to those cultures, and then your entire kingdom. This is all done with likely very little moral authority and heretics springing up everywhere, and since you just created a massive chaotic kingdom of varying power(s) (the Khaganate), it's even worse because you'll have a large negative from losing so many holy wars.
And then there's all the Jews out there in various council positions... why are they not immediately flocking to Israel? Wouldn't that make sense? Why do hardly any of them want to come unless bribed like every other person in the game? I think there should be a massive opinion boost for any Jew outside of Israel so they could be easily asked to relocate... The only reason they're out there is because they don't have a place to go. All of them should be more than willing to come to the kingdom, and the king should pretty much have the pick of the litter when it comes to councilors. In addition to that, all of these Jews coming home could easily result in a standable merc army to help defend it. Seems like something they would do... yeah?
Finally, I think there should be a separate modifier for finding marriages, maybe like merchant republics where you can pay for a bride, or pay for an alliance. The "infidel" modifier should be done away with for them.
Bottom line is that you spend so much time trying to create one of the hardest to form kingdoms and you don't really get anything special for it except more headaches... which may be a pretty accurate depiction of Israel to begin with, but this is a game... and it should be fun. Israel is just screwed on so many levels. And that isn't to say that forming/winning is impossible. I could surely stick it out for a long time I'm sure, but why? There's hardly anything unique or enticing about them, just a lonely kingdom surrounded by enemies.
