Sometimes EUII tends more to playability rather than reality. We have to face that, if not, imagine. Small countries would be easily absorbed by big ones. In addition, AI cheats. They do it all the time, that's why small countries can support huge armies.

Yeah, its actually smart to vassalge those small bastards, i once saw Albania with 35k army! pretty much when i was OE and had about 30!

It's a solution, vassalizing is a good idea to expand your country without increasing your BB points too much.
On the other hand, having a big army doesn't make impossible to defeat them. They usually move their soldiers to one of your provinces where atrition decrease their power. Then you can easily besiege and annex them.

The main problem is when you Dow on countries like The Knights. They don't move their army (of 30k at least)from Rhodes, so it's really difficult to defeat them. You need a high land tech and quality.

It also depends on what the 8000 represents. Does it represent the entire province, or merely the provincial city? I've never been entirely sure.

The 8000 represents the population of the city, not the surrounding province, which is why you can raise armies larger than the city population.

I don't think the province population is ever affected by military losses or building armies, which it probably should be from a realism standpoint, but would make minors pushovers from a game balance standpoint.

When you "View Province" there is a City name below the province name. That's the "seat" of the province and typically what the population represents. Sometimes the province is nothing but a city (Il-de-France for example is probably almost entirely Paris) and sometimes the province encompasses much more then just the city. It's an abstraction pretty much, used for tax values and manpower.

So could Pskov have had 15,000 men? Probably not, if you check their manpower is probably to small to support 15,00 men. Probably only should have about 8,000. But not because of the City population, but due to manpower restrictions which the computer can ignore up to a point it seems.

PS Population would be affected by recruiting more troops, not losses =P

one should also take mercenaries into account. in the Eu2 timespan, they were a growing part of military life. they would influence not the population modification, but the supply, and thus an 8k city could easily support a 15k army.

Of course this is also a theoretical approach, maybe they were not mercenaries in the EU2 game simulation of Pskov, but it is a way to imagine a solution IRL.

Mercanaries are represented in EU2. You can buy mercanaries. AI countries don't do this, they build. There were no mercanaries. The best way to imagine the solution IRL is just admit it's a game and therefore a bit abstract in what it represents. Then it's no big deal =)
