I'm not sure if this is because of the Glavius mod but ai seems to invest too much on ground forces.

No I've seen the AI built some pretty strong armies in vanilla. There are some cases when you need them too. Trying to invade Fallen Empire homeworlds is an example. Or trying to quell a massively overpopulated prison planet uprising. But considering the AI would never do either of those and that the majority of planets will only have a rudimentary defense force... yeah.

It's not the mod, the AI just sometimes builds WAYYY too many troop units. I've attacked a few AI without mods and I've had combat with 100+ transport units several times. They overvalue troop units since you hardly need that many

Given that my habitats usually have 2-3k military power I would say that's too little.

well I've had a game in which ai had like no navy but ridiculously large army in it's capital planet in year 2220 or so. I had to bombard that for a few years. It's just broken ai there's no reason to invest in ground troops that much in ai's circumstances imo
