Is there a way that I'm not seeing or reading in the book that lets you add a destroyer to a battle group here and take one out over there, the computer seems to be very picky of where/how you are allowed to combine units.

What?

Destroyers are arranged into flotilias. Most of us estimate 5 destroyers/flotilia.
You can freely shift flotilias between fleets, but you cannot divide flotilias into individual destroyers.

My question really stems from moving all units whether they be ground, naval, or air and taking say 10 individual counters and combining them into just two or three large groups. One example that I have been trying to get done and is a pain is taking a BB out of a CV group and then placing that BB back into another larger unit. Perhpaps as you suggest I'm violating some naval unit protocol here?

Assuming that we are talking about several large stacks, select the first stack, separate the battleship, then shift-click the port and de-select all formations other than the second stack and the battleship, then merge. It's quite trivial, but a lot of people forget that standard RTS functionality is present in Paradox games (drag-selection, grouping, etc.).

Click on one formation and then draw a box to select all formations in that province or seabase or airbase.

While continuing to hold shift, click on the formations that are not involved in the transfer until just two formations are left. You are DEselecting rather than selecting.

When just two formations are left, you can then move units between them with ease unless it's air formations. An additional icon pops up in the bottom right that allows you to transfer individual units.

With air, however, you can only have 4 units in a formation and only 4 units can be involved in a transfer, so if you are trying to transfer something from a size 3 air formation to a size 2 air formations, that's 5 total units involved, and you never get the transfer option. You instead have to drop one unit from one of the formations due to the 4 limit for air.
