Yes, the Dukes of Apulia are Norman. You have to be Italian to create Naples. While I'venever tried it myself, I think that anyone who already has a kingdom-tier title cannot create titular kingdoms.

Edit: However, there's nothing that I know if that prevents the d'Hautvilles from creating Trinacria before Sicily, then creating Sicily. Not that you'd want to create Sicily if you have Trinacria because Sicily is a de jure kingdom of the ERE.

Sure it's easy, but having more than 1 titular kingdom is pretty pointless. It doesn't help you in any way.
