Isfahan

There's an event for Persia to make Isfahan a "truly Persian capital". While it's nice to have to have the modifier as a reward, I feel like it is not enough. Maybe make it so it actually moves the capital to Isfahan, and add some development to the province, maybe 1 for each kind?

That makes sense. That would be like saying Charleston is a mighty fine capital for the United States but the capital never moving to Charleston, but rather just rewarding the people in the nation because someone said it.
