Don't think I've heard anything about this or not sure if I missed it.

There doesn't seem to be any wind, rain, storm effects from what I've see and it plays no part in battle.

Is winter even a thing in the game?

Weather and hostile terrain can also directly increase attrition of present armies. An army in a desert city will always suffer 1% attrition from it, as will armies in locations with harsh winter. Base Attrition is shown by the Skull in the province interface above.

This is all I found regarding I:R from the DDs. There is also an interview here: https://www.pcgamesn.com/imperator-rome/imperator-paradox-interview where they said this:

Is there such a thing as too much depth or complexity?

Yes. We’ve gone too complex and deep in some games, especially in earlier ones – where we tried to simulate the entire weather system, or have a supply system that basically loops in your supply trucks on a huge map, which is insane.

Yeah it causes devastation in your provinces.
Isn't it only event based? And doesn't apply to all states, just a random one at a time. That means it's not really the right mechanic to model it. Especially since the monsoon literally determined the trade route timing and also played a decisive role in wars by affecting fleets.

Yeah you're right, it's not say like HOI3 (or was it HOI2) weather, where it was dynamic and would move around the map. (I may be wrong, but I remember it as extremely buggy, and slowed the game down a lot) So I'm not personally wanting to see that again, but maybe it can be properly implemented this time.

religion has nothing but a button to press every 5 years and a happynessmodifier, culture has no function besides a happinessmodifier (regions decide what mil traditions you get) and you expect weather to be a thing?
