Just to be sure you understand, you will need both VIP 02 and VIP 02b. Have a vanilla 1.03b and install VIP 02. Then add 02b.

The instructions are in post#239:
1-Install Victoria to your hard drive
2-Install Victoria patch 1.03
3-Install Victoria beta patch 1.03b
4-Install VIP v0.2
5-Uncompress* VIP v0.2b directly to your Victoria directory
As you can see, it is now possible to have 5 simultaneous flavours of VIC on your HD. Each mod will require all the patches listed above it in the correct order. HTH.

To prevent that, don't put VIP over your original version of Victoria.
Instead, make a new folder in Program Files (call it something like "Victoria VIP"), copy the entire Victoria directory into "Victoria VIP" and add VIP 02/02b to that. You then have a vanilla Victoria and a version of VIP.

However, the description is very high-level, with statements like "Integrated North America thread", "Integrated POPmod 1.06", etc.
Is there a link to a document anywhere that contains a more detailed list of all the changes for the various threads in one place?

A detailed list would be really, really long I don't think one exists. You could check all the threads in the VIP forums to see what changes were accepted or you could post any specific questions you have about the high level descriptions.
