Is Vic3 recently de-prioritized internally?

The first 2 DLC for Stellaris were a species pack (Plantoids) and a story pack (Leviathans).
The first EUIV DLC was named an expansion, but practically speaking was a New World-only DLC (Conquest of Paradise).
The first CK3 DLC was a flavor pack (Northern Lords).

In one sense, you're absolutely right - Vic3 is receiving the small flavor DLC that I:R did. However, that's not a sign of a trajectory, just that this is how the first DLC tends to go. We forget that the small DLC came first in games like those listed above because they were eventually followed by the defining DLC of the game's development (Utopia was next for Stellaris, after all).
Technically the first DLC we sold for eu4 was a 4.99€ flavour pack that was release about 42 days after the release of the game.
