So what you mean is AI using the existing change primary culture mechanic?Maybe one general solution would be a cultural transition of states - if they own no provinces of their primary culture but instead a majority of another, that can become their primary culture, while they abandon old cores. They would then start desiring provinces of their new primary culture and if they can conquer land that makes them eligible for a formable, their transition will be complete. That way an exiled Venice could potentially become Dalmatia or Greece.
