Rome was Rome when it was based in Ravenna. Free France was France when it didn’t have France. Heck, Byzantium was ”Rome” for a millennia despite not controlling the city the entire time.

In time the Venetians in this scenario would likely form their own unique culture, or become Hellenized, but they would probably keep the title of “Venice”.

Maybe one general solution would be a cultural transition of states - if they own no provinces of their primary culture but instead a majority of another, that can become their primary culture, while they abandon old cores. They would then start desiring provinces of their new primary culture and if they can conquer land that makes them eligible for a formable, their transition will be complete. That way an exiled Venice could potentially become Dalmatia or Greece.

So what you mean is AI using the existing change primary culture mechanic?
