I just want more victory conditions than outright conquest. To me, that's what building tall should facilitate.
@Wiz mentioned in the latest stream that he was looking at doing victory conditions in a different way. Rather than having preset conditions that end the game when they are achieved, he said he wanted something like each society is able to set goals that they want to aim for, and at the end of the game, you'd be able to see who had reached their goal, and who got there first, etc. He brought this up because he felt that having a victory achieved by someone doing something like building a structure and immediately ending the game felt cheap.

Frontier outposts?

Do nothing other than extend your borders - a habitat is valuable in and of itself because it's more or less a size 12 planet. And as Almond Brown stated, frontier outposts cost resources to maintain.

Think of it this way: when I'm playing, if I'm hoping to expand my borders into an area, I'll always look to colonise a planet there rather than build a FO. The cost of 1 IP per month is too high not to. I can assure you that if they gave me the option to expand my borders using habitats I'd exploit the hell out of it!

If you fill a habitat with a dissident faction, it most definitely will cost that one influence per month. Kind of a moot point, but still. I would argue that the mineral cost and the upkeep costs of the structures on the habitat would be a reasonable enough upkeep to give a border range similar to a size-12 planet. Especially since as far as I know, a system exudes only the larges available border range from the system (IE colonizing multiple planets in a system doesn't increase your border range any more than the largest planet colonized).

They were made to help tall empires though, wouldn't this make it harder to go taller with unity? =s
But IIRC you can build unity buildings on habitats. I also think that habitats will be a bit later game, so you would probably have a few traditions under your belt by the point you build them anyway.

Maybe they should be unity attachments or something~ like you can specialize habitat's like spaceports =p
