Is this Working as Intended?

I bought a "one time" temple from the Caravaneers, and a ministry of culture from the Art people, but apparently I can build them as much as I want on all of my planets. Is this working as intended? I remember before the Ministry of culture was a one time building, and I could have sworn the Caravaneers said that I can build "one" temple, not an infinite ammount

It's one per planet. I agree that Shrine of Numa is more than a little OP, especially since it's free. If you're going to build them all over your empire, they really should cost minerals.
