Show the devs your love if you like this game and buy at an official retailer.

I wouldn't. While working for THQ, we had so many keys that we blocked/deactivated that were sold from some of these sites as they were pirated. If a deal is too good to be true - do some research (which is what you are doing with your question ;)).

Not sure what policy CO and Paradox have with Valve about blocking keys, but I wouldn't even risk that as the devs do not get any of your money for making this game. It ends up being 100% profit for the pirates and you may not even have a game to play in the end.

I hope CO/Paradox make the game region locked so that ***** that buy the game on Russian Steam just waste money. :D

Ps.: Steam bans users that use VNP to activate games that are region locked.

These keys aren't all illegal per se. Stolen or otherwise fraudulently acquired ones are, of course.

For the other ones it is no different than buying high-quality brand products in China and importing them to the EU, only to sell them at a lower price than what the brand products are going for over here. Not exactly illegal (free market and all that, if you sell them in a registered shop) but leaning towards illegality.

And as for wages, I never snub my nose at good deals, even if I am a chemical plant engineer. 75% off? Hell yes. More money for something else. But I wait for Steam sales, etc. Legit retailers. I usually only pay full price for games if I want to support developers (Paradox, Squad, Klei Entertainment, Ludeon Studios).

You are pretty damn right, you can buy your key on any website. The problem is when you need to activate the game on Steam pretending that you are living in Russia.

I agree with you, deals are awesome. Steam deals are awesome. But when you buy games on that deals do you need to change your IP to a Russian one to activate them? Im pretty sure you don't. =P

I agree with you, deals are awesome. Steam deals are awesome. But when you buy games on that deals do you need to change your IP to a Russian one to activate them? Im pretty sure you don't. =P

Don't get me wrong. That was kind of the point I was trying to make. Maybe I didn't get this across.
I wouldn't condone buying these keys.

The keys itself aren't illegal, but cheap because of economy differences. It did happen sometimes that resellers did use stolen credit cards and such. Never buy Steam gifts, but only steam keys. Steam gifts may not be officially sold and Steam gift keys can easily be disabled afterwards. For example when a seller asks for a refund from his credit card company (which can often be even 6 months later), meaning he gets money back and then publisher disables key and you are less happy. There is no support for these "gift" keys. Steam also introduced (not long ago) new region locks. Publishers and Steam itself can for example easily disable all RU keys for people that aren't playing within RU region. The keys will often activate fine, but don't complain when the game has disappeared after a few days. Players that often play from different ip's have a chance of getting VAC banned, meaning you will lose your whole Steam account and all games purchased in that account. You can still find good discounts outside the Steam shop.

Oh, and Cities Skylines isn't expensive, so common buy it ;)

I would recommend G2A.com as well :) They have some great prices (and great promotions, Crusader Kings 2 Collection is at 19$ now). Also safe. I buy from them for two years now, never had a problem.

Bought C:S from Steam though...

G2A might be trustworthy but they are a key reseller hence little money goes to the developer. I would recommend buying from an official key reseller (the game isn't that expensive!).

You can get it legitimately through official retailers like GMG, Nuuvem, Steam, Amazon, etc. Nuuvem is the cheapest at the moment I believe at around ~$17 usd
