Appologies if this was already submitted or should be posted elsewhere. I don't recall any official pre-order announcement from Paradox either...

So without further ado, here's what I found while I was looking for ways to acquire DarkSouls 3 on a budget.. Can anyone validate if it is authentic or a scam?

I would say no this is not a legitimate website of which you should preorder though. going off what they said for the Stellaris preorder:

"Important information about retailers!
There is a large so called “grey market” which has made it a business to obtain Steam keys through illegal means (false credit card information usually) that they sell under market price. The most common outcome of buying keys like this is that after a few days the game will be removed from your Steam account due to the payment never going through. I would just wait tell paradox announces the official preorder is starting.

It looks a lot like a shady site someone else listed awhile back.

I'm going to close this thread and quietly call in the authorities to clarify its status. I'm not closing it because you did something wrong, but to just limits its exposure until its status can be verified.
