Actually, I think something like that could be done. You'd need to set it up for specific countires, but it could be done for say, UK satelliting all european nations.
Still, while it would be possible I don't think we'd do it, there'd then be no possible way to stop being a satellite, blowing the balace of that feature right out of the water.

In fact, I think if the USA occupies canada it can choose to annex them or make them a satellite.
