I've just gotten back into Victoria. I started a game as Two Sicilies. I have no capitalists but somehow a factory was built. Also, a bunch of random railroads have been built despite me not having the technology. I'm using Darkness expansion. What is going on?

Go to your Diplomacy screen on the Great Powers tab and see who's investing money in you.

Thanks GC13. It appears Belgium is. I've been away for a while. Since they are investing in my infrastructure and industry, do they only get influence out of it?

They don't get influence directly. They make it more expensive for other GPs to influence you.

They also get a fraction of the industrial score.
