How is it possible for the 7k Aragon army coming from Südtirol to pass my fort in Treviso and embark on the fleet in the gulf of Venice? Does this mean that a naval blockade can neutralize an enemy fort in the province?

Thanks for the helpful video. Now I understand the mechanic. However, it does not make any sense to be able to pass and walk freely in all enemy provinces with a fort if you have a transport ship in adjacent sea province.

yea there are way too many times that rule makes coastal forts useless.
