Is this normal? (24.9% World Tension in one shot...)

Playing a non-historic game as France. Edward is on the throne, so I'm watching Britain, Germany has recalled the Kaiser. Trotsky beat Stalin.

I'm planning on going Monarchist., so I pulled my guarantees on Czech/Rom/Yug because I don't want to fool with Italy at this moment.

Italy did their focus, justified on Yugoslavia using the claims, and it raised world tension by 24.9?



Is this normal? I've justified on Yugoslavia as Italy many times, and usually it was ~5%. Just curious if there's something that can cause this with other things, or a bug has kicked in somewhere?

EDIT: Hmm, I think there's a bug somewhere here. I removed my guarantees, and I went from 50% to 0% stability?
I didn't see anything anywhere that said that would happen...

There is a bug that causes WT to spike from justifications. I saw Italy generate over 100% WT from that justification. No idea what causes it.

Yeah, I"ve seen that before. The other thing was my stability going to zero. I ran the same game again from the start, removed the guarantees, stability is fine. Weirdness.
