Or more generaly, with odd placement of large armies

France : 50 k stack in the Tierra Del Fuego
Sweden : 44 stack in Gotland
Ming : 121k stack in North Taiwan
Mamluks : 27k stacks guarding a forsaken place in Irian Jaya.

(NB : all those powers lack the naval means to repatriate those forces, even when PLAYERNAVY is not savagely sinking them)

I'd guess it has something to do with the AI change to be more aggressive overseas. And being generally bad at retrieving it's troops once overseas.
