Before Italy or Germany even started their focuses on Transylvania and Greece.
With better planing I think you can get Turkey too, but if you can't manage it, my suggestion is to stay out of investing in Turkey's democracy, as they probably will go to the Allies.

As for Turkey, the Prussia achievements requires you to be at war with them, so integration wouldn't work for that.

Yeah, but I have already done that :)
Tbh, democratic is super powerful, for several reasons:
1. You get 2 kinds of decisions, capital and industrial investments, one of which require, well, investing 3 civs for 120 days. But you actually build a factory to the invested country, so every time you finish it you get a factory once integration is done. In short, you lose nothing, only get hings later, in my case something like 6-9 civ factories more, compared to commie path which absolutely lack that.
2. You have all the good stuff from communist path, but without heavily managing the political system in the begining: you need only broad socialist and agrarian union above 50% loyalty as requirement to focus unlock compared to above 50% agrarian and zveno + integrated/destroyed broad socialist, not counting the party popularity req for both paths. Political management is halved after finishing fourth focus Popular front, so in late '36 you spent only 10 pp on each decision and compared to commi focus, democratic one doesn't cost you directly stability hit. On stability - dem focuses gives you something like 55% stability increase with condemn IMRO and bahishing Nat.soc.movement compared to only +35% from commie.
3. I got USA in faction as soon as Japan declared on Philipines, which you can use with the focus for joint research, which is a boost as I have spent all the time before integrating on 3 res slots. That and you actually goes to war in Asia, far from your teritory, so you have space to enact total mobilisation on economy and mobilization laws without having to keep 450 pp. Compared to commie path you can't get USSR in your own faction.
4. Focuses gives you casus beli on Italy, Germany and USSR(140 days for finishing both) and the focus toppling giants has good buff to military - nothing exceptional, but combined with others from Balkans United and Prussia on the Balkans is enough for someone capable(and sadly I'm not :D ) to totaly rekt jap/ger/ita/ussr.
