Title says it. CK2, Eu4, HOI4 all have UI scaling. I cant play this game without it.........
Highly doubtful. This game was made almost a decade before those listed, and the team has long since moved on to other projects. Going back and trying to figure out and modify the old code after all these years would probably be a nightmare. That's why everyone here is hoping for Victoria 3: V2 is long past the point of further improvements.

CK2 came out in February 2012, 1.5 years after V2, EU4 came out in August 2013, 3 years after V2. V2's development cycle ended in June 2013.

I know exactly what you're trying to say, just felt the need to point out that it wasn't quite "almost a decade"... :p

As for the OP's question, unless some of the devs do another voluntary mini-project like 3.04, I'd say it's unlikely. V2 was the last game they released on "Clausewitz 1" and on the old expansion pack scheme. Vicky is also their least popular series out of the now 5 (with Stellaris) franchises they have, and they dropped development on V2 quite fast compared to how long they've been developing their other games. Post-release V2 only saw development for 2.8 years. Even EU3, released in January 2007, saw development all the way until June 2013, so 6.5 years, though I'm not sure how intensive that development was at times (EU3's last expansion was made as a result of a poll and there were two years between v5.1 and v5.2, EU3's second-to-last and last patch respectively, so v5.2 might've actually been outside the proper development cycle, like V2's v3.04, but I don't know/remember), but you get the point; until V3, Vicky as a franchise is on the backburner.

It's a real shame because I love playing it.

I know I'm preaching to the choir here, but maybe the franchise would be more popular if they released content for it.

No, I don't think so. The franchise always had far fewer players than PDX's other franchises (barring CK until the release of CK2), even when it was getting content. It's the learning curve. If you look at their newer games, they greatly shortened the curve by simplifying them, sometimes outright dumbing them down. Those games have far more players than their predecessors ever did, and this certainly isn't just because PDX is bigger and better known than it was 10-15 years ago.

It's also due in large part to the growth in the computer games market overall. If you haven't seen a large increase in game sales over the past decade, you're doing something VERY wrong. I think the "streamlining" thing is being over-rated to a considerable degree as a result:

"Our latest game is selling 40% better than its predecessor".

"Yes, but the game market has grown by 60% over the span of time since our last release."

"Could that possibly mean we're actually LOSING market share with the new game?"

Some degree of clarification, and better arrangement of information and menus, can make a big difference, but "dumbing down" tends to be counter-productive after the initial few hours of play, making the player far less willing to buy the next game in the series. They enjoy the first few sessions, then the game gets boring because there's no depth, and they shelve it. 4-10 years later, the next game in the series comes out and it's "Oh, that game, maybe I'll buy it, maybe I won't". The game with depth will see slower initial sales, but those will sustain over a longer time, and the players who found the extra replayability meaningful will be eagerly waiting for the next game in the series. Witness the eagerness for V3.

Every time I start playing Victoria 2 after months of inactivity, I find myself spending days to find the fix for my 4k UHD display TV, because playing in 1920/1080 is painful. . .
Every time after few days I realize that there is no fix for my problem. . .
