Is this a bug

I keep getting a threat from a military isolationist sleeping empire that says they will attack if I don't humiliate myself and take a reduction in influence and happiness. I say okay and it says I will no no longer be their rival.

I'm not their rival, and never have been their rival. It happens every 10 years over and over again. I don't border them and don't impinge on their territory. I do have a vassal near them, but they have not impinged on their terriroty either. I have the first 4 stages of become the crisis, but I have not taken the last stage yet.

Seems broken to me.

Stage 4 of becoming the crisis gives you a -120 opinion modifier with everyone else and the xenophobe FE is not particularly nice to begin with, so they just hate you.

This will happen when you have an opinion of -100 or less with a FE.

Already works at stage 2 in some cases. Just had that situation in a game.
