Is this a bug or not?

Played that Rising Sun mod in the stony road pack and really like it but i was wondering something. When it comes time to annex Manchuko and you get the event and they become yours. All of the 25+ divs they had vanish. Shouldnt you get these troops?

I think you only get the troops when a civil war ends (e.g. Nat vs. Rep Spain, Nat vs. Com Chi, & Austria-Germany are considered civil wars). Manchukuo is probably just an inherit command.
