A very educated (i.e. wild) guess, but... realm peace enforced, maybe?
I'm not sure the AI uses it, though, so I might be totally misguided.

But he's a vassal of the Kaiser; as far as I know you've never had to declare war on your own liege to press your claims to another one of their vassal's counties.

Did they change how dejure wars works? Why? Why do I have to declare on the Kaiser? That doesnt make sense!
Maybe you are not allowed to use this type of claim on the Pope?

This is from dejure claim cbs. The way I read it is
to use it the target has to be either, a different religion from you, you don't have Sons of Abraham, or they can Not be a holy order unless you have expelled that holy order.
My guess is that the Papacy is may be consider as a holy order for this case?

If it's the last county he has, and you are in the same realm, then you can't use a de jure claim on it. It's a very recent change

Does this apply to the Pope in particular only, or to everyone?
I assume its just him, because if it was his last then you would have to subjugate him instead of take his county and i'm fussing only Emperor tier can have pope as subject?
It applies to everyone. If you and the Pope have the same suzerain, then you could not use a de jure claim on, let's say, Rome if you have the duchy of Latium and it's his only county.

Well it doesn't look like he's actually the Pope. He has the Count border, so he's probably just an Antipope.
