As Milan, I attacked Florence with the 'excommunication' casus belli.
As my understanding goes, this CB reduce the AE by 50%.

But depsite of that, while making peace I got up to +49 AE for taking just Florence (28 development).
Year 1450 and still part of HRE, ok, but still 49 for just one settlement considering the CB should halve the AE cost...

Is this a bug?

This is taken from the wiki :

28 Development : 21 base AE
*1.5 for same religion (between you and Florence)
*1.25 for same culture group (between you and the province of Firenze)
*1.5 for HRE
*1.28 for attacker in war
= 76 AE

*0.5 for the CB
= 38 AE

There must be some modifiers that I don't know about and are not listed in the wiki, but it's not that far off.
For example, distance also plays a role but I don't know exactly how, and if you have negative prestige you also take more AE

You can get some pretty high AE in the HRE, but that seems a bit large. While the image didn't show on the forums, quoting you gave me the imgur link. The peace window shows a base of 19.8, which works out if you have about 11 prestige (5.5% AE reduction: 28 dev * 0.75 AE/dev * (1-0.055)), but it doesn't seem to apply the 50% modifier from the CB.

Working from the 19.8 Base, same culture (+50%), same religion (+50%), HRE (+50%) gives +150% total: 19.8*2.5=49.5, which matches your 49 AE above.

According to the wiki, the 50% AE reduction only applies to core, claimed, or neighboring provinces of excommunicated Catholics. The dagger icon indicates a claim, so you should be getting a reduction, I guess? Might be a bug then. What happens if you mouse-over the AE to see how it will be distributed. Does anyone get that much?

You lost the cb during the war because Florence is a republic most likely. That's why you're paying a dip cost and the high AE.
This might make sense?

^ He is paying DIP which suggests that he's not getting a valid CB demand and likely not the 50% reduction. For excommunication I think you need claims to make it part of CB demand.
Doesn't the dagger icon indicate a claim though? That means he must he lost the war goal / CB

Ruler dying/new one getting elected which leads to an excommunication being removed does not change anything to ongoing excommunication wars.

The only reason I can think of is that Firenze is not neighbouring his nation, Milan. Perhaps this changed during the war? Only neighbouring provinces are valid for the excommunication reduction.
If not, it is indeed a bug.

A screenshot of the map instead of just the warscreen would help.

Y? Because last time i checked it did. Its the only CB in the game that can change mid-war. Its stupid but its there.

I guess that must be it, since Florence appears to be a republic now.
Florence has always been a republic?

Not true unless it's been changed recently? New ruler = lost CB. Excommunication only applies to current ruler at that time, which means you need to get a war finished before a ruler dies or in this case election time. It is WAD, but of course quite annoying.

It's an RNG based CB. I've had this so many times that I've just gotten used to it. When a leader gets excommunicated and you're using the excommunication CB, and they get removed during the war (I.E Death, Republic change), the AE reduction you're supposed to get no longer applies because the leader isn't in office anymore, thus they're no longer excommunicated and by that standard, all nations are okay with the target country now.

It's extremely annoying, which is why you should always check the leader's name, while you use that CB. Whether you want to save reload is up to you, but like most of the game, it's based off RNG.

The screenshot... it must be a bug. Because...

1. Leaders of republics can most definitely be excommunicated.
2. Without a claim, wargoal provinces for an excommunication war require a land border (same as crusade).
3. With a claim, coastal provinces can be a war target of an excommunication war (I'm not sure if land connection is still a requirement for the CB itself, probably is).
4. In an exc. war no action requires diplo points except taking invalid provinces for yourself.
5. Once the war is declared, the death of a excommunicated ruler doesn't affect the rules of an already declared war.
6. This might be a bug, but... if an excommunicated ruler has a female hair, she inherits the excommunication, possibly until her death. The UI doesn't say she's excommunicated, but the CB will still be there.

This part is the crux of it - if the excommunicated ruler is no longer ruler for any reason then taking any province is no longer covered by the CB. Hence why the OP is having to pay Dip for a claimed province.

Was AE per development in the HRE increased or something? Expanding into the HRE definitely seems more punishing than I remember.

+49 for Firenze seems ridiculous. In my France game, I'm about to peace out with Austria just taking Gent and Flandern for a whopping 46 AE. (With a conquest CB).
