Is there something wrong with war?

Sooooo started 3 times as Portugal, each one get into war with France because ally was England. Every time France send a few ships with army on them to my place, and each time I defeat their ships with mine. This process get repeat for about 8-10 years because England and I can't get any warscore because land fight will lose to France. France can't get any warscore because their navy sucks. This stalemate is really annoying. Shouldn't defenders get get more warscores if their attackers don't do anything?

There is a capped to +25 warscore if you don't meet the CB target (goes up little by little).
The French-English war target is Paris... pretty sure it's at +25 already, just England doesn't feel that the war is lost yet.

I noticed England warscore hovers around 17 sometimes and still no peace deal. I can't even get a white peace with France like in EU3

That's why you dissolve the alliance with England before you unpause.

Eventually the war leaders will probably sign a white peace. As a minor partner, there's only so much you can do to impact the process.

The problem with England and France, of course, is that they can only do so much to affect one another when England has the navy, France has the army and there's water in between. Historically, their wars were also fairly drawn out affairs, and pitched battles few and far between.
