It's a joke. He's saying that the higher your monarch's stats are, the higher his chance of death is. If he's a 6/6/6, it's 100% that he'll die.

Knowing a little about how I think, this has been my assumption.you tend to notice more when good rulers die.

Yeah I do think that some rulers have some sport of health/mortality stat. It seems like Enrique dies within a couple of years even as a player. Philip seems lasts for decades if not triggered by event most notably if it's player that guy likes to live to his 90s.
