There is - if you hover over their refusal (or acceptance, in other circumstances) you get a tooltip explaining why.

The only kingdom level title you can vassalize should be papacy by pressing the claim of your antipope. If you are catholic of course.

That's because you basically press the claim of one of your vassals. It works no matter the title pressed

I wonder how to deal with the HRE in that case. In fact an elector resusing the appointed emperor and going rogue via plot. HRE still claims the lands of that king. I5t should be possible to re-integrate such a vassal into the realm - not only militarily.

I find most kings willing to accept vassalization with a sword to their throat and their capital burning. Elective Gavelkind has taught me well.
