Is there any tutorials in cities skylines to help to learn about the game?

What are you specifically looking to learn? Honestly, the game's easy enough that you can dive right in without having to worry about messing anything up. You wont lose.
Tutorial popups now and then like "need more residential" is already implemented, though I learned pretty much the basics of the economy by myself on my second city, my second because my first went bankrupt, and thats not a big learning curve by any means.
You're best off looking for lets play and guides on YouTube. There are many very informative vids on there, one channel I would recommend is a guy called 'Skyestorme'. He already has over 30 lets play episodes up as well as many tips as well.
