It's a timed exclusive basically. Give it a couple of months/a year and they'll let you get all the stuff as a small DLC charge.
It's mostly for those who want to support the devs. Otherwise it's mostly cosmetic stuff and some (i would say pretty good if you want to play as them) event chains for Macedon, Seleucids, Phrygia and Egypt.
To be clear : both edition with feature the same in-game mechanisms, choices, possibilities...Unless you play in Greece.
In such case, you will miss very few events ("Six Hellenistic Flavor Events" + "Alexander’s Body Event Chain")

You get a unit pack for Eprius by pre-ordering either.
Forum icon for deluxe is gold, standard edition is silver.
I bought the deluxe editions of Stellaris, HOI IV and Surviving Mars but the thing that swayed me against buying the deluxe version of Imperator was when I read that the Map Monuments or Wonders are just cosmetic and don't bestow any benefits on the factions that own them.
I will purchase the upgrade at some point in the future when it's on sale but for the meantime I might as well save £10.

Fair enough but I think I wouldn't be happy if the monuments applied a bonus and you had to pay more for them

Isn't the soundtrack just .mp3's in the games root folder?

You basically get the Hellenistic World and Epirus Flavor Pack DLC's. I got it mostly cause I know the Hellenistic World DLC probably would be up in the store after launch. I got it cause I plan on doing a Macedonian play-through eventually.
The HOI IV one was ultimately a steal though. I am very happy that we got that many free DLCs with the package. Sadly for Imperator Rome it seems we do not get any free DLCs with the deluxe version.
The deluxe version is not worth 35% more cost for 2% more content unless you also feel charitable towards the developers.
