then whats its purpose other than making AI dedicated to have it?No. At least not that I'm aware of. The only punishment is that you will not be able to move it away to a place of your choosing for another 600 (?) months (=50 years). You'll be able to give its county to someone else, but then your capital will switch to another place, most likely to your initial capital, but I think it's not guaranteed (at least from my experience).

As far as I am aware, the only reason for de jure capitals is so that the ai will roughly know where to put there capital (so that the holy roman emperor won't move to a newly conquered province in Africa after losing his current capital or some random newly inherited province in Finland)

You can always move your capital to your primary title's de jure capital. That's the only benefit. I like to have two top-tier titles so that I can switch primary title and move my capital back and forth to avoid epidemics.
Good point, war does block this.only while you are at peace you can switch capitals without the previous one being taken by aomeone else
